Anatomy of the Cervix

The cervix responds to a woman's hormones and changes. When a woman has her menstral cycle the cervix will open up a little to allow the fluid to pass through. The cervix will create a mucus that can be inhospitable to sperm or create a mucus that is more sperm-friendly. Hormonal birth control works by not releasing an egg, however it also affects the mucus of the cervix which can thicken it up and make it harder for sperm to pass. The cervix will dilate up to 10 cm during childbirth.
During pregnancy the opening of the cervix will be blocked with mucus, forming a "plug", when the plug is dislodged it's one of the first indicators of the begining of labor.
One belief behind the cervix is it's function during an orgasm. During an orgasm the cervix will pulsate and "suck" up the sperm in the vagina, improving the odds of getting pregnant. Some women are able to orgasm from simulation to the cervix, but this won't work for most women as there are far fewer nerve endings in the cervix. Some women will find stimulation of the cervix to be a painful experience.
